Training for Downstream Operations

MISTDO seeks to address the high rate of incidents caused by
personnel working in the downstream sector of the Oil and Gas industry which
have resulted in loss of lives, destruction of infrastructure, downtime in production,
loss of revenue and environmental pollution.

Clarion College is NMDPRA foremost approved training provider for Minimum Industry Safety Training for Downstream Operations (MISTDO) which is a basic safety training requirement that must be undertaken by all personnel working in the downstream sector of the Nigerian oil and gas industry. It is a major component of the Safety Audit Clearance policy launched by the Department to reduce risks and occurrences of accidents in the downstream sector of the Oil and Gas industry.

 

Nigerian Midstream and Downstream Petroleum Regulatory Authority MISTDO seeks to address the high rate of incidents caused by personnel working in the downstream sector of the Oil and Gas industry which have resulted in loss of lives, destruction of infrastructure, downtime in production, loss of revenue and environmental pollution.

 

The outcome from previous Investigations reveal that poor safety knowledge and culture and a dearth of competent personnel in this sector are major causes of these incidents. Thus, to eliminate or reduce to the barest minimum future occurrences of these incidents, the Department in line with its mandate to enforce policies & programs for the safety of people, the environment and Oil and Gas infrastructure, developed MISTDO.

Why MISTDO?

Who is MISTDO for?

All operations personnel working in Downstream Facilities.

These include but are not limited to petroleum retail outlets, depots, Jetties, petroleum transport, Lube plants, gas retail and processing plants.

Objectives of

MISTDO ​

Enforce safety training requirements in the downstream sector.

Increase awareness in safety and risks associated with operations in the sector.

Improve knowledge and general competence level in the sector.

Standardize basic safety training requirements for personnel across the sector.

Serve as a reference or guide for prospective trainees in basic safety.

Provide a platform to effectively monitor and regulate basic safety training activities in the sector.

MISTDO Syllabus

The MISTDO syllabus is designed for different categories and applicable modules

Basic course that acts as foundation for all operators and managers of petroleum retail outlets. At the end of this course, they will have an understanding of HSSE fundamentals. Understand the day to day operations of a petroleum retail outlet and the associated hazards. Participants should be able to respond in the event of a spill, fire and security incidents.

Petroleum Retail Outlets Station Employees

Prerequisite

None

Specialised courses for Managers and Field Supervisors of retail outlets. This course will provide the required basic managerial skills. After completion, Participants would be able to provide basic first aid in the event of an emergency, coordinate evacuation and use the available equipment to fight fires.

Petroleum Retail Outlets Station Employees, especially managers and supervisors

Prerequisite

Basic Retail Outlet HSE Training

Training for truck drivers and motor boys (usually employed and managed by a 3rd party contractor) transporting various types of Petroleum Products. This course will identify hazards involved with trucking Petroleum Products from Bulk storage to customer locations. The driver will have an understanding of loading and offloading procedure, truck    requirements, maintenance and emergency management.

Truck drivers and motor boys

Foundation course to be taken by all employees of petroleum Bulk Storage Facilities and Jetties. At the end of this course, participants will have an understanding of the various petroleum products that are stored in bulk and the marketing of these products. Participants walk out of this training with the   required skills to respond in the event of an emergency.

Petroleum Depots and Jetties Employees

This is a Petroleum Depots Competent Person Training; a specialized course for Managers and Field Supervisors of petroleum bulk storage facilities. Coming out of this training, it is expected that they will be able to provide basic first aid in the event of an emergency, coordinate evacuation and use the equipment in place to fight fires.

Petroleum depots and jetties employees, especially managers and supervisors

Prerequisite

Basic Petroleum Bulk Storage HSE Training

LPG foundation HSE training course to be taken by all workers in these facilities. It will provide participants with knowledge and understanding of the hazards and controls associated with LPG during delivery, storage and dispensing of the product and know how to prevent accidents and respond to emergency situations.

Who should take this course?

LPG facilities employees – wholesalers, retailers etc.

Training for operators at Bulk LPG Plants and Depots. This training identifies hazards involved with filling cylinders with LPG and transporting them to customer locations. Participants will gain a better understanding of the hazards associated with carrying out the processes and be equipped with the skills required to react in the event of an emergency. Retailers would also be trained on cylinder standards and types, installation, maintenance and disposal.

LPG facilities employees – wholesalers, retailers etc.

This course is designed for industrial end users of natural gas. Participants will gain an understanding of natural gas and its properties, how it is stored, transported and possible hazards encountered with industrial use. In addition, participants will be trained on the preparedness to handle emergency situations

End users in natural gas facilities.

This course is designed for industrial end users of natural gas. Participants will gain an understanding of natural gas and its properties, how it is stored, transported and possible hazards encountered with industrial use. In addition, participants will be trained on the preparedness to handle emergency situations

This course is designed for industrial end users of natural gas. Intermediate

This course introduces participants to the properties of base oils and lubricant additives. Participants will get familiar with the design and operations of the facility, product testing and quality assurance. The training will also cover HSSE fundamentals such as housekeeping and emergency response and evacuation

Who should take this course?

Lubricant blenders, filling /packaging, third party blenders, retailers and distributors.

How long is MISTDO validity of training?

Generally two (2) years, but may vary depending on the course Module.

Is there any penalty or punishment for MISTDO violations?

Yes. Appropriate penalties/fines/sanctions in line with the Petroleum Laws and Regulations will be applied to any operator/company that violates the MISTDO program and directives.

Who is responsible for ensuring that personnel possess MISTDO as applicable?

An employer (operator/company) is responsible for ensuring compliance with MISTDO requirements by all her employees.
